What is a Legionella Risk Assessment?
A Legionella Risk Assessment is a systematic review of a property's water system to identify conditions that may increase the risk of Legionella bacteria developing or being transmitted.
The assessment considers how the hot and cold water systems are designed, operated and maintained, together with factors such as water temperatures, stagnation, little-used outlets, stored water and areas where water droplets or aerosols may be produced.
BioSweep UK carries out Legionella risk assessments with reference to the Health and Safety Executive's Approved Code of Practice L8 (ACoP L8) and relevant HSG274 guidance.
The completed assessment provides a documented record of the findings, highlighting recommended actions or control measures where required.
An assessment may include review of:
-
Hot and cold water system configuration
-
Water storage and distribution
-
Temperature control
-
Little-used or redundant outlets
-
Showers and other aerosol-producing outlets
-
Evidence of scale, corrosion or fouling
-
Existing monitoring and control measures
-
Relevant water hygiene records and responsibilities

Who Needs a Legionella Risk Assessment?
Responsibility for managing Legionella risk can apply across many types of premises where water systems create a reasonably foreseeable risk of exposure.
In Berkshire, BioSweep UK supports organisations and individuals responsible for water hygiene across residential, commercial and managed properties. Under ACoP L8, those responsible for premises and water systems should identify and assess the risk and implement appropriate measures to control it.
Landlords & Managing Agents
Rental properties, HMOs and managed residential accommodation.
Employers & Workplaces
Offices, commercial premises, workshops and other workplace environments.
Property & Facilities Management
Managed buildings, portfolios and sites where water hygiene responsibilities require documented oversight.
Housing Providers
Housing associations, supported accommodation and other managed residential settings.
Hospitality & Leisure
Hotels, holiday accommodation, leisure facilities and sites with showers or more complex water systems.
Commercial & Multi-Site Organisations
Businesses requiring consistent Legionella risk management across individual premises or property portfolios.
What Does a Legionella Risk Assessment Involve?
A Legionella risk assessment considers the water system as a whole rather than relying on water sampling alone. The scope reflects the type of premises, complexity of the system and how the water is used, with attention given to conditions that could encourage Legionella growth or increase the potential for exposure.
Water System Review
Reviewing the layout, operation and use of the hot and cold water systems and identifying relevant assets and outlets.
Temperature Checks
Assessing hot and cold water temperatures at appropriate locations to help identify whether effective temperature control is being maintained.
Storage & Distribution
Reviewing stored water, distribution arrangements and conditions that may contribute to stagnation or poor turnover.
Outlets & Aerosol Risk
Identifying showers, spray taps and other outlets or equipment capable of producing water droplets or aerosols.
Stagnation & Little-Used Outlets
Identifying redundant pipework, dead legs and infrequently used outlets where water may remain stagnant.
Condition & Control Measures
Considering visible scale, corrosion, fouling and other relevant conditions, together with existing monitoring, flushing and water hygiene controls.

Legionella Risk Assessment vs Water Sampling
A Legionella risk assessment and Legionella water sampling serve different purposes and should not be treated as interchangeable.
A risk assessment examines the water system, how it is operated and the conditions that may allow Legionella bacteria to grow or create a risk of exposure. It considers factors such as temperature control, stagnation, system configuration, outlets and existing management measures.
Water sampling provides laboratory data for water collected from specific locations at a particular point in time. Sampling may form part of a wider water-hygiene programme or be recommended where circumstances indicate that microbiological analysis would provide useful additional information.
A negative Legionella sample does not, by itself, demonstrate that a water system is adequately controlled. Effective Legionella management is based on understanding and controlling the risks within the system.
Where appropriate, BioSweep UK can provide both Legionella risk assessment and Water Sampling, allowing the services to be scoped according to the premises and reason for investigation.
Your Legionella Risk Assessment Report
Following the site assessment, BioSweep UK provides a documented Legionella Risk Assessment report setting out the findings from the water system reviewed.
The report provides a clear record of the assessment, helping the responsible person understand identified risk factors, existing control measures and any actions recommended to support effective water-hygiene management.
-
Property and water-system details
-
Relevant system assets and outlets assessed
-
Temperature observations and measurements
-
Identified risk factors and areas of concern
-
Existing control measures observed
-
Recommended remedial or management actions
-
Photographic evidence where relevant
-
Priorities for action where appropriate
-
Recommendations for monitoring, review or water sampling where indicated
The risk assessment provides a snapshot of the water system and conditions at the time of assessment. Legionella risk management is an ongoing responsibility, and the assessment should be reviewed when circumstances change or where there is reason to believe it may no longer be valid.

Managing Legionella Risk After the Assessment
A Legionella Risk Assessment is the starting point for effective water-hygiene management. Where risks or deficiencies are identified, appropriate control measures should be implemented and maintained by the responsible person.
Depending on the water system and findings, ongoing measures may include temperature monitoring, flushing of little-used outlets, cleaning and maintenance, removal of redundant pipework, management of stored water and periodic review of control measures.
The assessment should also be reviewed when there is reason to believe it is no longer valid - for example, following significant changes to the water system, building use or occupancy, or where existing control measures are shown to be ineffective.
There is no universal requirement for a Legionella Risk Assessment to be renewed annually or every two years. Review should be based on the system, risk and whether circumstances have changed.
